SOLVED. YA, Dystopian. Book with a girl on a swim team who is trying to be apart of a revolution. Spoilers ahead. [s]

I read this book around 2002-6 time frame I think, I recall the cover being orange and there was a white rose on the cover. The story follows a girl in high school, she is on a swim team and gets caught by her a coach putting pamphlets from the resistance in a towel dispenser but the coach is also a sympathizer. That plot point is what I fondly remember.
Some others
- The guards/peacekeepers are mindless creatures that the government makes out of criminals and trouble makers.
- The girls school group gets caught at a botched meeting in a church. (Possibly)
- The girl gets taking to where they change people in to the mindless creatures and nearly gets turned in to one
-Near the end the escape the city under a wall to a "safe place" in the winter snow.
