SOLVED. Historical romance. MCs are married but forced apart by heroine's brother. [s]

Heroine : is a redhead. Daughter of ranked person who is member of parliament. Has a brother who is overprotective and manipulative.
Hero : I think is Scottish, is a leader and gives speeches. Girl's family are very much against him.
One day she and her maid sneak into a gathering where the hero is giving some speech, admires him, romance blossoms, they elope and get married. Brother finds them. Manipulates the heroine into leaving him. Has the hero and his friend sent away.
Few years later hero returns, is bitter,friend is hurt. Demands that heroine is married to him and should live with him.
Help me find it please.

also there secondary characters storyline as
hero's friend( the one that was injured) has an affair with heroine's maid before they are sent off. She bears a son. Heroine's brother also likes this maid even though he ia married.
i didn't post this because i m not sure it is storyline of this book
