Teenage girl moves to live with father in a city inhabited only by a certain magical group. I don't think she was really aware of it or that her father is the president/leader. She befriends a local university student who always makes her hot toddies to drink when she's sad/stressed. There's a semi-bad guy who is the leader of a hunting group, whose men become part of the group when they're captured by them. This hunting group travels between dimensions as well. At one point I think she's in danger and is hidden in an underground cave. There may also have been a Queen in the other dimension. I'm not sure when it was published but I read it less than 10 years ago. Thanks for you help!
