When I saw this book I thought it was definitely the right one but then I googled a plot summary and unfortunately its not it. In Rebel of the Sands, she has a gun and there are trains and technology but I don't remember there being advanced technology like that in the book I read. Also in Rebel of the Sands, they don't fly on giant birds whereas I remember this being a big part of the other book

What I can remember is that it was a YA Fantasy and the Heroine lived in a tribe in the desert (I think). She ends up leaving for some reason and joins a group of rebels??? that are living in caves in a mountain. The rebels all fly these giant birds. I think she also had some kind of magic powers but I can't remember what these were. (view spoiler)[There is a big battle scene at the end of the book and it's revealed that the heroines love interest (one of the rebels) is actually a villain. (hide spoiler)]
That's all I can remember and it's been bugging me for ages.
