Time is controlled by clocks. Each area has a specific clock that controls time in that area, and when they get broken, time is affected (if a clock permanently breaks, time in that area is frozen). The main character is a clock worker who falls in love with a clock spirit.

I read this late 2016 and never got to finish it, so this is all I know. It was probably published in 2016 also. I'm pretty sure the cover has clockwork on the front.
