if I remember right she is several years younger than him and works as either a pilot or a nurse in the rescue team. She has been infatuated with him for several years but he is a bit older than her.
There is also a group of ex military men requiring some assistance who lived on a nearby mountain they are camping out and living rough he acts as a go between negotiating for these men and for the community.

I have been looking for this book for several years so any help anyone can give me it would be much appreciated!

I think i read as ebook maybe 5-8 years ago but it may not have been new then.

It may have been mills and boons??? But maybe not.

It also may have had a helicopter and the femail character on the cover?
