I think this book came out in the late 1980s/1990s. Fantasy/Sci-fi based on an ocean world with isolated human settlements. Protagonist is a female who inherited a hang glider made from the crashed spaceships that brought humans to this planet. Gliders are used to travel between the few land settelments for news and limited trade. I think she had a brother who should have inherited the glider and the fact she uses it instead causes social upheaval.
