Post apocalyptic heroine is an archeologist/anthropologist

I'm looking for the book title. WW3 happened and our heroine is part of a scientific group trying to write the new post-war history books. She finds Air force One which was supposedly taken out by an EMP pulse but as she goes through the wreckage she finds a skeleton that may be the former President and he didn't die from the plane crash. Post-apocolyptic/crime/thriller
