Please help me find this book!

Alright so I don't know the author or book title or any of the character names. I've asked several librarians about the plot of the book but none have been able to help me.
The story begins with a princess who has her parents murdered by a group of terrorists or something. She sneaks out of the castle and runs, although I don't recall what happens until she meets some people and a dragon. This particular dragon is the last of its kind (also female) and has a horde of treasure that it refuses to share. However, she eventually is coerced to give up some of the treasure so the princess and other people clothing and a boat so they can smuggle her out of the hostile territory. I vaguely remember something about a sea monster and the princess almost gets eaten but instead gets saved. She ends up leading a rebel force, becoming an archer and finds a special bracer in the sand or some kind of pit. They have a major battle when they are outnumbered where they reinforce the wall of a village and have women/children fetch/sharpen rocks in order to fletch arrows.
*Spoiler for the ending*
Last dragon finally gets peace/released and displays its woes with being the last of its kind but ends up finding another one at the end (male), and it ends with the note that there may be other dragons.

Please, any help would be great. The main plot is mildly similar to Game of Thrones/Eragon so google searches tend to fail.
