Essentials of Comparative Politics question

Few weeks back I was talking to random people in a restaurant. They mentioned a short book about how energy is the core of nations development. They mentioned the book but I forgot the name.

I would appreciate if someone could assists in this. I do not think its Why Nations Fail.
