Well he's hainting them, because they are connected to his death cause since they are looking for Glendower... And Blue is an amplifier and connected to Gansey's possible death...

I don't think he was noticed because most of the people he grew up with are older now and probably have moved on where as he has stay the same as he was before his death plus I think he chooses who he shows himself too and since he trust Blue and the Boys he shows himself.
