SOLVED. Fantasy book where angels are formed using an elixir. [s]

The heroine has blond hair that shines in a special way and is a hunter. her brother is kidnapped supossedly by angels from the dark side so she decides to apply to this place to become one and bring him back. there commander Nix( i think his name is) takes an interes in her and she has an odd reaction to the elixir they have to drink as the first level after admission. this is normally poison and who's not strong enough dies but she has an euphoric reaction to it. she goes higher and higher in yhe ranks and develops a relationship with the commander who's a level 10 angel. i think before level 10 they don't get wings.
