I think the last sentence is the problem causer - people keep seeing that these stories are on their own pages, and assume they count as separately published. I think we have to drop that and expand "published separately", perhaps somehow emphasising that they need to have been published separately from the journal? I think that's the critical point but I don't know how to get it across without a short essay! I guess if we can think of a better phrasing we could also petition for it to be added/amended in the manual for added clarity.

Revision:
In most instances, short stories are not acceptable as separate entries on Goodreads. Short stories must be published separately from a journal/magazine or anthology. Most such stories published separately will have either an ASIN or an ISBN to have their own entry. If in doubt, you are welcome to post an inquiry in the librarians group.
I like that. Perhaps add something like "if in doubt, please ask (with a link) in the Librarian's Group".

Or different situation because these italian)?) one have ASIN? (although it would feel weird to merge into a different language...)
I'd go more with the CW issue as the entry is clearly referencing to it and it's not published elsewhere in that language
