I never finished the book (it belonged to someone else), but its part of a series (A trilogy, I think). There are three worlds that seem to have at least similar geography, but their political, technological, and ecological situations are quite different.
One of the characters was a dwarf who could see in very little light, but was blinded by the amount of light the moon gave off, and wore bandages around his eyes to protect them.
I think one world should be considered post-apocalyptic, but I'm not sure.
I read the parts I did 15 years ago, so its at least that old.
