This is a recently read book and im pretty sure it was publoshed withing the last 5 years. An "alien" rain caused girl children to be born with elemental powers. Fourth born girls were dangerous and amost always died. Book is about fourth daughter gowing up disguised as a boy in a circus train run by her father. Book also has a flying city and an atomaton dragon. I remember it as being somewhat futuristic as well as a steampunk vibe. Likely 7falls in the teen/young adult genre.
