SOLVED. How can a frozen detective stay hot on the trail? [s]

I'm looking for the name of a mystery book/ series about a young girl (possibly curly red hair) detective. I read these books when I was 10 years old. The book(s) came out in year 2000 or 2001. The title of each book was framed as a question. An example would be "Who killed the guy...?" but they were silly or clever. One book took place during a snowstorm and I think the phrase "Brrrrr" may have been in the title. It was maybe "How am I supposed to solve a crime in a snowstorm?" I remember these books were hardcover with a checkered-pattern border.

Very long shot but Who Killed Olive Souffle? just from the published year, checkered pattern on the floor, and snowstorm. Not sure about the red hair or the age of the detective.

Another by the author is "who framed art decco" which is pretty clever
