Simon Snow and Harry Potter????

So basically for the first bit of the book, I was thinking that Simon Snow must be like a play on Harry Potter. Cath must actually be like a die hard HP fan, but Rainbow made a substitute series that was kind of like HP to use instead of HP. BUT, at some point in the book Levi mentions that Harry Potter exists... WHAT?? How do two major franchises with similar settings co-exsist in this world?

It absolutely makes sense that Rainbow Rowell would create a fictional franchise instead of using the Harry Potter series. I actually think she did a fantastic job of crafting a fictional fandom that is strongly reminiscent of the Potter phenomenon, but is distinct, allowing her to do her own thing. However, it completely does NOT make sense for her to directly reference Harry Potter. It makes no sense that these two series could co-exist and both become the cultural forces that we are supposed to accept that they are.
Part of the reason Rowell probably created Simon Snow was because (at least I'm pretty sure) that HP fan fiction cannot legally be sold? In the book, Rowell included parts of Cath's fanfic and this would have been hard to do if SS was HP.
Does that make Baz Draco...?

The only thing I can thing of is that she just mentioned it as a sort of nod/easter egg type thing to make the reader smirk? It did throw me off as well though.
One thing we need to remember is that she wrote this after reading lots of fanfiction. So of course Simon/Baz is Harry/Draco. Fanfixx or whatever site she created is a nod to fanfiction.net (although with some added capabilities that I kind of wish the real site would use...)
However, she also does use it for some mockery. One time I noted is when Baz says that the school is run by a madman. I laughed out loud at that scene.
Mentioning Harry Potter was just weird, though. It was all good except for that. The writing was about what you'd expect for a series like that, and Cath's fanfiction was pretty good (for slash fanfiction). My only problem was that she had both Simon and Harry in-universe together.
