SOLVED. Steampunk Themed with Dragons. [s]

A cousin of mine was telling me about a really good book he read. I have no title or author, just some plot info. He said the following:
1.) Steampunk themed, don't know a specific era
2.) Dragons are raised for the magical properties of their blood
3.) Different colored Dragons produce different magical properties
4.) By drinking the blood humans are able to utilize the magical properties that the Dragons of that color utilize
5.) Something about white Dragon's Blood being thought dangerous and no one will drink it because they don't know what will happen.
