Can authors add descriptions to their characters?

This was my first time adding characters, so I don't know. Does this author have to give us the description or what else he wants added?

Or is this a feature that is no longer in use?

As I read your post I first wanted to answer "as far as I know only librarians" but then I recognized it's just a "hmm I think that's the case but don't know for sure" thought and digged in the search :)
(bit annoying that the search doesn't use the keywords combined ... or I just didn't find out how to do that :D)
