How do add characters?

I saw that authors cannot use the edit characters feature on the description of their books. How is this done? Do I need to send the information to a librarian? Thanks in advance.

I see that names are hyperlinked to description pages. Will I be able to add that information myself, or must I go through a librarian?

I've added the characters and they have hyperlinked.

Can another librarian tell Andrew if he can add the descriptions himself, if that sort of data is still available or if he needs to go through a librarian. This is my first time adding characters.
