Worldcat disagrees re ISBN 9781898876496 / 1898876495: http://www.worldcat.org/title/balkans...Interestingly I can't find (quickly) anything that fits the 2003 title/author.
The first one is a journal - International Socialism, issue 101. According to the publisher it does indeed have ISBN ISBN 1898876495http://pubs.socialistreviewindex.org....
Interestingly (and confusingly) Lindsey German (author of the 1999 book) wrote the cover article for that issue ("Women's Liberation")
This one's a bit of a dilemma (what are the odds that something involving the same author but from two very different publishers would have the same ISBN?)
Add in that serials usually have ISSNs instead of ISBNs (not always, but usually).I would suggest that this is a case of either mistaken or intentional reuse of an ISBN. In either case, I would suggest that it means a Second-Type ACE.
Bookmarks (publisher of Balkan) and International Socialism (publisher of journal, ISJ) used to be very close teams (hence same authors) so it would explain a reuse of ISBN. I have a copy of ISJ 101, that's how I spotted the mismatch when scanning it to add to collection. I don't have a hard copy of Balkan so cannot check.

"In the other case of duplicate ISBNs, it may be that an ISBN was reused on a completely different book. This shouldn't happen because ISBNs are supposed to be unique, but exceptions have been found. If that is the case, manually add a new edition to the database, leaving the ISBN field blank then in the Description field, add a note stating the issue with the ISBN and listing the actual ISBN. You can also use the Librarian Note feature found near the top of the book edit page to attach a note to the book (this helps prevent the book from accidentally being deleted by a librarian who thinks it is an invalid entry)"
