Idk about that girl specifically, but I work in retail so my suggestions are: mermaid tail sleeping bag/blanket, soft and squishy stuffed animal or pillow, earmuffs/scarf/gloves, or a board/card game.
Those all avoid dealing with clothes sizing and are things that will last longer than just the winter.

seconding Lynx's stuffed animal suggestion. Also maybe some girly perfume, like cotten candy or bubblegum? Or those little makeup kits they make for little girls :) Something she can draw with, maybe? My niece likes those little velvet pictures they color on with the short makers in the neon colors.
