Some really good moments, especially the Doctor's scolding Bill for giving the planet to zombie fascists, but the bad guys...well, calling it a plan seems a stretch.
To quote a movie it's 'barely a concept'.

The stuff in the vault is interesting, but I don't trust that Moffet has the courage to not wuss out and go for the obvious "twist"
So, I'm going to enjoy the character moments before it falls apart.

Plus, what is up with that set for the vault interior?
All that build up and it looks like an empty school gym decorated with waiting room furniture...?

It feels like the middle book of a trilogy.

The Monk's "plan" makes almost no sense and raises a whole bunch of questions.
Not a bad story, just very frustrating.
