Vintage sci-fi / other planet / Courtesy is said in almost every conversation

Hi, miracle workers. Paperback scifi about 30+ years ago. Alien planet, I think humans were peacekeepers and local custom involved working the word 'courtesy' into the conversation almost as a salutation. Possible psychic element to the native humanoid species.
