ABANDONED. YA boy meets girl at bus stop while using sign language

The boy is not deaf but takes care of someone who is (mother?). I'm pretty sure he first meets the girl at a bus stop while he's subconsciously signing to himself. She knows sign language too. There may have been a traffic light on the cover of the book possibly faded with an overlay of rain. I read this book sometime between 2001 and 2008. For some reason I keep thinking he goes and reads to someone, but maybe this is a different book. I believe this book was written by a male author.
