It seems that book gifting feature is removed from at least the US site. A few forums have confirmed the same. I know some people have been abusing it (e.g. if you already own the book you get a full credit, regardless of how the gifter purchased the book). But overall I think it is a useful feature. I hope they will refine it instead of removing it.

If they already got a free book from someone else, they will need to pay to accept another book from you. So it is not really gifting.
i wish they would allow you to borrow from a friend like you can on kindle. you can't read while your friend has it for a limited time

You do have the right to download your books to multiple devices ( I think 5) so someone else could download it from your computer, or from your account if you chose to share it. It does seem a shame that I "own" so many books that I can't pass on the way I could with paper.
