Did Atropos and Pennywise know eachother? Or... DT related theory

Ever since reading Insomnia I'd been wondering how Atropos and Pennywise could have possibly been unaware of each other's existence. Both had resided in Derry for eons.
However, no evidence from the books implies that they were acquainted. It makes me propose an alternate theory. Perhaps the Derry in IT and the Derry in Insomnia are on different levels of the tower. Kinda like the one where 'Salem's Lot existed or The Stand. Thoughts?
