I FOUND IT! AFTER COUNTLESS GOOGLE SEARCHES AND HOURS SCOURING THROUGH THE REINCARNATION LISTS ON GOODREADS I HAVE FOUND IT! It's called Legacy of Lies by Elizabeth Chandler if anyone's wondering :)

This has been driving me mad for literally years now. I read this YA reincarnation book about this girl and a boy. The girl falls in love, then meets a fortune teller who warns her about him. Then turns out the old lady fortune teller was evil, and killed them in their past life by burning them alive in the mill. Please please help me if you know the book name or even the author! :) thank you so much!
