SOLVED. Fantasy, boy reborn powerful person (Solved, Fortress in the Eye of Time) [s]

I remember reading this book several years ago, at least 15 years ago.
I remember a boy being brought to a mage or someone old and wise. The boy didn't know who he was but I believe he was someone powerful that was unaware of being reborn. maybe???
I remember him growing up and looking across the land and seeing webs of magic, like lines of power everywhere. I may be confused a little on that description.
The boy grows up and goes off and is involved with other characters.
