This was a children's book I read in the early 90's about a kid who was being threatened by a very sinister bogeyman-like character that told him he was going to go to something like jail for kids if he didn't do what he was told which I think was to give the man a large sum of money (millions? billions?). It had a Roald Dahl-like darkness and I think it had Edward Gorey-like illustrations. It stuck in my mind as being the first book I'd read that suggested that something like jail for kids existed.
