SOLVED. Young girl, uses a claw for magic, somehow involves blood. [s]

I think this book was a young adult fiction novel but I honestly am not certain.
I read it somewhere in the early 2000's
it was about a young girl (I think she was blonde on the cover) who gets a bear claw or something similar, and if she uses it to draw blood she can do magic like things.
there's a villain who has another of these tools.
for some reason I think the title started with a G and I feel like it was the heroines name.
there are definitely violent conflicts in it. but currently this is about all I remember...
