No, sorry wrong Byzantine Emperor and wrong Bulgarian Emperor.Byzantine Emperor was I think from the preceeding Amorion Dynasty and the Bulgarian ruler was either Krum (1) or Omurtag. However, it was definitely prior to Basil II
