Was the low amount of cheating really realistic?

The Golds have a seeming mind set of doing anything to get ahead. Is it realistic to the books setting to think that they wouldn't have cheated more? The Jackel's father really pulled strings for him to win but is that all you would have seen? Even basic survival skills would have really swung the balance of power especially at the beginning.
