Desperately seeking an historical novel... that is both of them

I am sorry, this discussion will not be specifically about Tolstoj's masterpiece. I added it mainly as the symbol of a book hard to find.

I am an history buff and a fiction lover who is constantly searching for something to read... and hardly ever is satisfied.
I do realize I have quite high expectations, but I would really glad if someone could help me. I have been looking for year now for books that satisfy the following characteristics (ordered by importance):

-Historically accurate fiction;

-Set between the 16th century and the early 20th (before WWI) somewhere that is NOT England or the current US (Scotland, Ireland, Canada and Wales are accepted locations);

-Not mainly a romance. To give you an example, "Outlander" is, up to a certain point, definitely a romance novel, but not mainly. I can cope with that, but would be very happy to avoid the romantic element for the most part;

-Decently written characters (although I realise that this is very often a matter of taste);

-Not a classic, mainly because I have probably come across it already;

-If possible, originally written in a language other than English. This is not fundamental, but I would be interested in reading literature from countries other than the English speaking ones.

Please let me know if you have suggestions.
