Something More Than Night by Ian Tregullis starts out like that. It's cast as a noir detective novel though it's also fantasy. I can't really say any mute without spoilers but it's good.

First off I apologize for not having enough details as I only remember reading maybe a chapter's worth or less. The time was around 2006-2007 in a small community college library as well.
The book starts off feeling like it's a detective novel/noir-like: Detective outside in the rain setting, lighting a cigarette (smokes a lot if I recall), meeting with this guy who by day I think was a lawyer but begins to shapeshift into this ancient winged creature before the detective's eyes I believe. A creature that has been ruling behind the scenes for ages. I recall the book describing his scales as glimmering in the moonlight.
The book seems intriguing, and was something I randomly picked up off the shelf. It has some meaning to me as I was going through some tough times and would love to finally finish it properly. I would greatly appreciate any help, thank you!
