The Bright Illusion (1934), C. L. Moore. Initially published in Astounding Stories, October 1934. Contained in my physical copy of Analog Anthologies: Writer's Choice, Volume II (1984) which I managed to locate recently.

The main character is some sort of diplomat and he's sent on an extra-universal diplomatic mission, and when he meets his diplomatic counterpart they're so different that he can't even see them properly.
(view spoiler)[But he falls in love with her anyway and holds onto her despite the fact that their textures are so different he's almost vomiting, and then they get caught (or something) by her God (who is actually a god, yes), and they tell him that they love each other and he says something along the lines of so be it and creates a new pocket universe for the two of them, or something. Found originally in a collection of science fiction short stories (that I have forgotten the title of), no more than perhaps 12 pages long at the absolute most (probably less), likely published before 1980, author unknown.
