ABANDONED. Thriller/crime fiction where hero is CIA or FBI and the heroine is a college professor

Hi, i read this book a long time ago, not sure if it was written in the 90's or 2000's. In the book, a college exchange student from the middle east goes to a company for a job interview and while he is inside, the hubcap falls off the car. Someone had planted a bomb in the hubcap, but the student didnt know it. The student drives away, the bomb explodes and destroys the building.

I can't remember any character names or the authors name...hoping someone can help me figure out which book this is!

the hero is a cia agent who was using the college kid for his ties to terrorists in the middle east. I feel like the main characters name was Alex? maybe?

I don't remember who the author is. I think it was a stand alone book, but I feel like there were moments when some of the secondary characters-the agents who were investigating the bombing, referred to cases from their past as though the reader already knew this information...so maybe it was part of a larger series? or a spin-off of a larger series of books?

the description of the bombing was graphic...the author described how the shock wave of the bomb killed a pregnant woman before the bomb did, and how the tunnel leading from the building to the parking lot collapsed, trapping people in there
