I am trying to help a library patron find this picture book. This photo was taken with a local mall Santa a few years ago and the book was a gift. In case the photo doesn't show, the book is open to the inside front cover and title page. The inside front cover is of a window pane, looking outside at the moon. The title page is Santa's face. The artwork is all sepia tones, at least on these pages. I don't know if it is the same throughout.
Does this ring any bells for anyone? Maybe you have this on your child's picture book shelf?

Doesn't ring any bells and it's hard to see the image, but...possibly Arthur Rackham?

This image came up in a search, it's from the Rackham illustrated Night Before Christmas and it has sepia tones:
