What’s that science fiction book that has the world separated into two halves by an invisible wall with the desert region containing low tech "criminals” on one hemisphere and a high tech society with a lush landscape on the other?

I read this book sometime before 2006, and I believe the intended audience was teens. the high tech side had flying vehicles and advanced weapons, while the low tech side only had basic chemical projectile weapons and was inhabited criminals and their descendants.

Okay. Must be a different story.
I believe I am trying to find this same book. If I recall correctly I think the main characters name is Conner or something with a "C." I also think the book starts with a "C" or has a prefix of "UN." I'm not sure. I myself think this is the book I am looking for, young-adult and science fiction. I remember reading it from like a scholastic news letter in early high school. I can close my eyes and picture the cover of the book but not the name.

So I believe I was thinking about a different book with all the talk about it having a character named "Conner" or being prefixed with "UN"
The Last Book in the Universe by Rodman Philbrick?The main character is a boy who lives in a post-apocalypse-type wasteland run by gangs, he teams up with a writer and a girl from the rich part of the planet, they use her flying vehicle to cross the border (a minefield?) The other side is paradise, high technology, and lush greenery. The boy asks why they painted the ground green because he's never seen grass before.
