SOLVED. children's book about child sent from London during the Blitz. Read early 90s. [s]

I remember the boy was reluctantly taken in by an older gentleman who had no idea how to care for him, and was appalled to see how mistreated the boy had been. I distinctly remember the scene where the boy tells his new guardian he's been "sewn in" to his winter underwear and is incapable of taking them off unless they're cut off. The gentleman only discovers this because the boy smells of being unable to use the bathroom (as his underwear is sewn on).
