SOLVED. MG book about a girl who thinks she's living in the 1800s but it's actually 1996. [s]

This book was read to my class when I was in 7th grade in 2000. I believe it came out in or near 1996, because that was DEFINITELY the year the book took place in, and it used extremely specific references to that year that made it seem like it was a conspiracy theory book rather than dystopian. She thought it was the 1800s because she lived in a town where it basically WAS, and they had news and whatnot from that time and a no-fly zone over it and everything. The government was trying to create a race of people who were naturally immune to a bunch of diseases, so they would regularly inject the population with viruses to see who survived. She finds out it's 1996 fairly early in the book, but the only part I remember after that was her riding in a semi-truck and thinking about how fast it was moving.
