That's after after 250 or 750 (full publishing tier) pre-orders are sold.
Tablo.io (based in Melbourne, Australia) Write and publish on their platform and publish to bookstores using their system. 20% commission to Tablo on top of any commission of distributors and retailers such as the 30% commission received by the Apple iBooks Store.
Inkitt.com (Hybrid publisher) They use reader feedback and algorithms to find marketable books that you publish to their website; then they negotiate a publishing deal w/"A-list" publishers, such as Penguin Random House. 85% royalty. (too good to be true? several links don't work. although the first link on their press releases page is to inkitt's content winner. caveat emptor.
Haven't tried, but I believe this concept is worth trying, for supposedly it gives you an opportunity to check marketability early on and, provided you have one, offers you a deal
I think you still need to put in the effort to share your work (even with wattpad), just publishing on them does not automatically give you thousands of readers
