I still think Chinese translated name should use 尾田榮一郎.
My view just against another librarian
尾田荣一郎 is Simplified Chinese.
尾田 栄一郎 is Japanese. 栄 is ancient Chinese, not formal use in Chinese. 栄 wouldn't recorded in Chinese dictionary but Japanese dictionary .

The way to distinguish between Chinese and Japanese isn't character.
The point is space " ". Example: 東野 圭吾is Japanese; 東野圭吾 is Chinese.
