SOLVED. Juvenile fiction, possibly dystopian, this copy was illustrated with pointillism. [s]

I read the book maybe 6 years ago from my school library so its hard to pinpoint the exact age of the book. What i can recall of the book isnt enough for a google search. The main character (unavle to recall gender) lived in a run down city where pipes blocked out the sky, and (s)he talked about trying to see stars through the pipes. The MCs teacher was an alligator named Mr. Appel (sp?) And the teacher appeared in one of the first illustrations. The character had a brother who had been affected by some sickness that caused everyone to treat him as a leper. The brother became sicker and the MC planned to get him out of the city. I think they lived with a grandmother, or some other non-parent adult.

Im fairly certain the brother died in the end, or hinted he was going to.
