AA Sci Fiction Novel

General Plot--- A black alien race checks on their descendents banished to earth. They are appalled by the condition of black people on earth. They first try to diplomatically change the situation, but world leaders do not want this happen. The black aliens use their spaceship and advance technology to overwhelm the world leaders. Their spaceship is immune to nuclear attack and their armor is immune to projectile weapons, when activated. Lastly, they have a machine which can implant all the knowledge contained in books into someone minds. Thereby making everyone intelligent. They use all this technology to uplift black people on earth.

I read the book in like 1995 or 1996. It was not new. I think it was published in the 80's..
