Otis and Ephialtes are Dionysus's counter?

So i was recently rereading mark of Athena as an audio book (as i finally got past Jesse Bernstein being replaced with Joshua Swanson) and i noticed something confusing I know all the giant's were born to oppose a certain god and we find out these two were supposed to oppose Dionysus, but earlier in the books Dionysus said (as Bacchus) that he was still just a demigod hero back then so why did he have a giant born to counter him nevermind two of them. Is this a plot hole or am I missing something obvious here?
He is a Demigod, but Zeus, his father, gave him the gift of becoming a god so, he has counters now. Although, I'm not sure why he needs two counters and the other gods don't. I'm not saying he isn't powerful, I'm just saying that it's weird that the god of wine needs two counters and the more powerful gods don't.
