CIP, LCCN, PCN, PCIP – what are they and does the indie author really need them?

There is soooooo much misinformation about these, especially regarding LCCNs, not to mention scam artists preying on your anxiety, that it behooves the indie author to learn more about these programs. And I thought it would be useful to draw attention to it with its own thread.
