I'm pretty sure that's Greyjoy related. Think of Euron Crow's eye... and I read this in the Wiki of Ice and Fire: "According to Euron's nephew, Theon Greyjoy, [Euron's] patch conceals a "black eye shining with malice". His right eye is as blue as summer sky and is regarded as his "smiling eye"."
Besides, if you count the tentacles on Greyojoy's kraken, you'll see that they're ten:
