The book is A Dog for Jesse (Animal Rescue Farm #3)
by Sharon M. Hart
Sharon M. Hart (Creator), Emma Davis (Writer), Sandy Rabinowitz (Illustrator).
Hart is credited as the main author when searching for copies.

Hi Rachel, I collected all the Animal Rescue Farm books from Scholastic Book Club when they came out! I knew instantly from your subject line what book you were after. I didn't find all the Animal Inn books at that time but now have the complete series of it too.
The book I'm thinking of is a children's chapter book or possibly a middle grade book. I read it in the 90s.
It is about a boy who already owns a dog, and he finds a three-legged dog that he wants to keep as well. His parents tell him that he is only allowed to keep on, so he is forced to choose between the two dogs. In the end, he chooses to keep the three-legged dog because he knows the other one would get a good home regardless.
I've been having so much trouble tracking down this book because I can't remember the author or the character's names. The three-legged dog was a Jack Russel, or something similar if I remember correctly. Anyone have any ideas?
