I read this book in 2013-2015 I believe. It was a book about some boy moving in and the title had something to do with the sea. This girl developed a type of crush on him, per usual, despite the fact there were some many weird things about him. The guy had an evil twin who came to town after like a month or so and started messing with the girl about the boy she liked. I'm pretty sure the cover kinda looked like it had swirly wind and a house and the title had the word sea in it. I believe the boy maybe had powers that had to do with the water. It was a YA/Teen book.

Between the Devil and the Deep Blue Sea by April Genevieve Tucholke turned up, but I think the heroine and her brother are twins.
